Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Considerable effort is devoted on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new proposal from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
